The Directorate General of Shipping (DGS) on March 09, 2026, issued the notification regarding the Implementation of the 2016 amendments to the STCW Convention and Code relating to Regulation V/2 – Training and Certification requirements for personnel on passenger ships.
The following has been stated namely: -
• Directorate General of Shipping has implemented 2016 amendments to the STCW Convention issued by International Maritime Organization for passenger ship personnel.
• New competency standards include crowd management and crisis management & human behaviour training, detailed in Annexures A and B.
• Mandatory training requirements cover emergency familiarization, passenger safety, crowd management, crisis management, and Ro-Ro ship safety training.
• Existing certifications under DGS Training Circular No. 05 of 2016 remain valid if compliant with current norms.
• Compliance is mandatory for all maritime stakeholders, and non-compliance may lead to action under the Merchant Shipping Act and STCW Rules.
